The Ronald Reagan Ballistic Missile Defense Test Site exists mainly to test and monitor ballistic missile and anti-ballistic missiles. The commercial presence in the broad test site was mainly during 2006-2009, when SpaceX was onsite to complete its launch campaign for the Falcon 1 rocket. While SpaceX considered further Falcon 9 launches, they never pursued it - nor did Astra ultimately pursue earlier tentative plans for a launch site in the test site.
