Additional Background

Based on the Israeli Shavit launcher, the RSA-3 was capable of being used both as a ballistic missile and a launcher capable of nominal payloads to Low-Earth Orbit. The launcher program was pursued as an outgrowth of the RSA ballistic missile program to support the launch of the small Greensat surveillance satellite to support military operations.
