Originally procured by ULA as part of a United States government program to make use of the Russian space industry, in recent years availability has come into doubt because of steadily-increasing constraints on procurement from Russian. This has in-turn helped lead to ULA's decision to retire Atlas V in favor of the Vulcan launch vehicle.
